Please note that nine provinces and 2 territories that presently offer PNPs. Through a number of agreements with the federal government of Canada, the province of Quebec has been granted the right to manage its own immigration policy. This is not to say that it is any easier or more difficult to immigrate to Quebec than to the other provinces, just that the process will be different as their program is not within the PNP class.
